यो लेख “ल्हासास्थित नेपाली महावाणिज्यदूतावासको भूमिका” एक ऐतिहासिक अध्ययन" को उद्देश्य ऐतिहासिक कालदेखि नै नेपालको भौगोलिक अवस्थिति चीन र भारतको बीचमा रहेका कारण त्रिदेशीय सम्बन्धले नेपालको सार्वभौमिकता, राष्ट्रिय सुरक्षा र रणनीतिक हितमा पार्दै आएको दीर्घकालीन प्रभावको अवलोकन गर्नु हो । नेपाल र तिब्बतबीचको सम्बन्ध हजारौं वर्ष पुरानो भौगोलिक, ऐतिहासिक, सांस्कृतिक, धार्मिक तथा व्यापारिक अन्तरसम्बन्धमा आधारित रहेको छ । यस सम्बन्धलाई संस्थागत रुपमा सुदृढ बनाउने प्रमुख संयन्त्रमध्ये ल्हासास्थित नेपाली महावाणिज्यदूतावासको ऐतिहासिक भूमिका महत्वपूर्ण रहिआएको छ । यो अध्ययनको उद्देश्य ल्हासास्थित नेपाली महावाणिज्यदूतावासको स्थापना, विकासक्रम, कूटनीतिक, व्यापारिक, न्यायिक तथा सांस्कृतिक भूमिकाको ऐतिहासिक विश्लेषण गर्नु हो । अध्ययनमा गुणात्मक अनुसन्धान विधि अपनाइएको छ । आवश्यक तथ्य, तथ्यांकहरु ल्हासास्थित नेपाली महावाणिज्यदूतहरुसँग लिइएको अन्तर्वार्ता, ऐतिहासिक ग्रन्थ, नेपाल सरकारका प्रकाशित दस्तावेज, सन्धि सम्झौता, सान्दर्भिक पुस्तकहरु, जर्नल, राष्ट्रिय अभिलेखालयबाट प्राप्त सामग्रीहरु लगायत द्वितीयक स्रोतहरुको अभिलेखीय अध्ययनबाट संकलन गरिएको छ । प्राप्त सामग्रीहरुलाई ऐतिहासिक तथा विषयवस्तु विश्लेषण मार्फत व्याख्या गरिएको छ । अध्ययनले ल्हासास्थित नेपाली महावाणिज्यदूतावासले स्थापनाकालदेखि एक चीन सिद्धान्तप्रति प्रतिबद्धता, नेपाल–तिब्बत व्यापार व्यवस्थापन, नेपाली व्यापारीहरुको हित संरक्षण, कूटनीतिक सम्पर्क विस्तार, न्यायिक अधिकारको अभ्यास तथा सांस्कृतिक सम्बन्ध प्रवद्र्धनमा दीर्घकालसम्म महत्वपूर्ण भूमिका निर्वाह गरेको देखाएको छ । विशेषतः सन् १८५६ को नेपाल–तिब्बत सन्धिपछि यसको संस्थागत भूमिका थप सुदृढ भएको तथा सन् १९५० को दशकपछि चीनद्धारा तिब्बतमा नयाँ प्रशासनिक संरचनासँगै यसको कार्यक्षेत्र र अधिकारमा क्रमिक परिवर्तन आएको निष्कर्ष छ । यस अध्ययनले नेपाल–चीन (तिब्बत) सम्बन्धको ऐतिहासिक आयाम बुझ्न तथा नेपालको परराष्ट्र सम्बन्धको विकासक्रममा ल्हासास्थित महावाणिज्यदूतावासको भूमिकालाई पुनर्मूल्यांकन गर्न महत्वपूर्ण शैक्षिक अधार प्रदान गर्दछ ।
Abstract
The objective of this article, “The Role of the Consulate General of Nepal in Lhasa: A Historical Study,” is to examine the long-term impact of Nepal’s geopolitical position between China and India on its sovereignty, national security, and strategic interests through the lens of trilateral relations. The relationship between Nepal and Tibet dates back thousands of years and is rooted in geographical, historical, cultural, religious, and commercial interconnections. Among the major mechanisms that have institutionally strengthened these relations, the Consulate General of Nepal in Lhasa has historically played a significant role.
The study aims to provide a historical analysis of the establishment and development of the Consulate General of Nepal in Lhasa, with particular attention to its diplomatic, commercial, judicial, and cultural functions. A qualitative research approach has been adopted. Relevant facts and information were collected through archival research of interviews with former Nepali Consuls General in Lhasa, historical texts, published documents of the Government of Nepal, treaties and agreements, relevant books and journals, and materials obtained from the National Archives of Nepal, along with other secondary sources. The collected materials were interpreted through historical and thematic analysis.
The study reveals that, since its establishment, the Consulate General of Nepal in Lhasa has played a significant long-term role in demonstrating Nepal’s commitment to the One-China principle, facilitating Nepal–Tibet trade, protecting the interests of Nepali traders, expanding diplomatic contacts, exercising judicial authority, and promoting cultural relations. In particular, its institutional role was further strengthened following the Nepal–Tibet Treaty of 1856. However, from the 1950s onward, its functions and jurisdiction gradually changed alongside the establishment of new administrative structures in Tibet under the People’s Republic of China. The study provides an important academic basis for understanding the historical dimensions of Nepal–China (Tibet) relations and for reassessing the role of the Consulate General of Nepal in Lhasa in the evolution of Nepal’s foreign relations.
